I have attached the initial policy proposal that was written and also the policy model. The policy model should be utilized to guide the paper. Here is the policy model to be utilized: 1. Historical Background – What historical problems led to the creation of the policy? How was the problem previously handled? What is the historical background of the policy? 2. What are the causes of the problem? 3. Policy Description – How is the policy expected to work? What are the resources or opportunities that the policy is expected to provide? Who will be covered by the policy and how? How is the policy implemented? What are the short and long term goals and outcomes of the policy? What is the funding mechanism for the policy? How long is the policy expected to exist? What agency or organization with oversee, evaluate, and coordinate the policy? Policy Analysis – Do the goals of the policy contribute to greater social equality? Do the goals of the policy help the redistribution of income, resources, rights, entitlements, rewards, opportunities, and status? Do the goals of the policy contribute to a better quality of life for the target population? Will the goals adversely affect the quality of life of the target population? Does the policy contribute to positive social relations between the target population and the overall society? Are the goals of the policy consistent with the values of professional social work?
